I've been asked a few times to post a tutorial that shows how I paint. I want to get it out of the way immediately that this tutorial only shows how I do things. This isn't the best way or the only way... just what I've gotten used to. Your best bet with this, along with any tutorial, is to take what you like from it, and apply that to your own techniques.

This is a start-to-finish tut based on the image on the left. Click on it to see it full-size. I used Corel Painter IX to do this painting, but you should be able to apply this to earlier versions, or to Adobe Photoshop if you use that. You may have to make brush substitutions, but it shouldn't be a problem since I don't use any crazy brushes, anyway.
